Try to find something about this dll file by net. If not restore old
version of IE4 - beta versions is just a tasters and if you are not
beta-tester I will not recommend you use betas in the future.

I hope you download IE5 from microsoft site? What did you use
before? IE4 with Win98? Try download The Bat! free vertion and
test it. Maybe IE5 bugs not allow you to open inbount foulder.
