Columbine Bookmark Merge works really well for this, (or it did when I used
to use it). Check it out at   http://www.clark.net/pub/garyc/.  It is a "A
free utility for merging, editing, converting, sorting, printing and
publishing NetScape bookmark files, MSIE favorites files, Mosaic hotlist
files, or Opera Hot List files."
