Dean, you made me curious, so I looked into my favourite freeware image
viewer IrfanView:

In IrfanView you can add text to .jpg images.
To do it, draw a selection rectangle, click Edit - Insert text into
selection.
A dialog box opens, and you can type your text!

PS Until today I used to go via a bitmap (.bmp) image, and use MS Paint to
add text to images.
