I had the same problem in a system I've working on, reformated HD
reinstalled W98 and all drivers TWICE, and still no shutdown, only when
changed the entry in BIOS that says assign IRQ to VGA, don't know why , BUT
IT WORKED!!! now the machine shuts down ok every time. Dont know if it will
work on your case, but give it a try.
