  User-level is a better choice from a strict security standpoint.

  However, the preferred way to establish a set of user accounts that
is shared amongst a group of machines is by way of a *domain* instead
of a *workgroup*.  Domain hosting is a feature of the server versions
of Windowsn NT and 2000.
