  What is this, and where did you get it?

  It's not a standard part of any Windows OS that I know of.  The name
suggests some kind of disk utility, but why would that ever need to access
the Internet?

  The fact that it reinstalled itself after a reboot is highly suspicious.
Is your antivirus running and up to date?  I suspect a virus or trojan not
previously known by this filename.
