Make sure that all your Hot Key shortcuts are immediately off your START
menu. For example
c:\windows\start menu\ Shortcut HERE OR A FOLDER \ Shortcut HERE....don't
put them deeper in the directory or they will not work.......or if they are
anywhere else they won't work.

I have had hot keys stop working for some unknown reason. If this is the
case then I suggest defeating all of them...empty recycle bin....run MS
Regclean....and then if you have one.... a third party registry cleaner
like Norton Windoctor. Reboot ...make a folder called HOTKEYs at
c:\windows\start menu\hotkeys....and make brand new shortcuts and hotkey
assignments.
