Well, I worked around the problem but still don't know what the cause was.
I tried installing ALL graphic filters instead of about half of them and
now it works.  I then tried to delete the ones I don't think I will use and
it continues to work ... however, the deletion does not seem to have done
anything.  All of the graphic filter files and registry entries are still
there and they all still appear in the import dialog.  It appears that one
cannot install a subset of the graphic filters at all ... It appears to be
all or none despite what the documentation claims.
