  The higher-capacity format that Microsoft has started using for
distribution on floppies is called "DMF".
  A web search (I use ALtaVista) for "+dmf +floppy" finds 3255 hits; it
starts finding utilities to work with this format (including formatting
diskettes as you're requested) after 12-15 pages describing this format.
