This is much harder than one would think.  From within Explorer (or
through My Computer), elect View/Folder Options.  There is a tab called
File Types. You can change the icon for most of the file types by using
the Edit... button.

I couldn't find any way to change .exe files.

It appears that only Shortcuts have modifiable Icons.

Good Luck.  I hope someone else has a better answer.
