I'm not quite sure where the second BootMenu screen
came from, but, as Mr. Priol has responded, it displays
because of the referenced line in c:\msdos.sys. This
menu can also be enabled/disabled by running msconfig.exe,
and checking the appropriate box after clicking on the Advanced
button on the General tab.

I would just like to point out, however, that one advantage
to using the boot menu is that it makes it easier/quicker to
get to a ("pure") command prompt in order to run scanreg
(with any of its useful switches like /fix, /backup, /restore,
etc.). Also, as you may already be aware, Windows 98 will
create 5 backups of its registry on startup where Win95 would
only make one. ... better protection for system settings . ...
By editing scanreg.ini (in C:\Windows), you can change this
number to any number of backups you want by putting the
appropriate number on the line MaxBackupCopies= and
saving the file with the new information. The one caveat is
that scanreg /restore will still only show 5 backups. Some
renaming of files would need to be done if the registry you
wanted to restore wasn't displayed.

Anyway, just thought I'd add my $.02.
