For merging videos I use File
Merger:  http://www3.telus.net/maxwellsayles/Programs/index.html  or
VideoMachine: http://www.gromada.com/. The latter does not support mpg2/4.
Possibly current versions might.

File Merger is freeware and very simple. Just drag and drop the files you
want to merge. They'll combine into one .Mpg file.

For splitting I've used Easy Video
splitter:  http://www.doeasier.org/splitter/.  It supports .mpg2/4

These are progs dedicated to just the one purpose, therefore fairly simple
to use.
