Try using a utility called WinImage. It will allow you to format a floppy
for this non-standard size (1.68 megs).
I have done it a few times, and it works very well.

Just an idea :
On a DOS session, type "format /?" (without the quotes) : see the /f
parameter ? It looks like you can go up to 2.88 Megs, but I never tried it
yet.
