Well you could write a batch file and have something like Windows scheduler
to run it.

For example put this batch file in your Windows\Command directory and run
it from a shortcut set up to run minimized and close on exit. Then have
what ever scheduler program you want to use run it at the appropriate time.
You can also put commands in front if you wish.....to say backup something
or clean out a temp directory.

However the problem with this approach is that if anything is running and
needs to be saved or shutdown in a certain way, then the shutdown will
pause until the procedure is dealt with. For example, suppose you have a
network connection and another PC is logged on to yours...or you are
running a word processor and need to save the document. ...a dialog box
will pop up warning you that a user is connected to your PC and asking if
it is OK to disconnect, ...  or asking you if you wish to save the Word
Processor file. Either one will pause the shutdown. You would need to make
sure nothing like this is running when you leave your PC unattended or add
the exact shutdown commands for those programs.

You can avoid this by using a 6 instead of a 2 in the last character of the
last line. The shutdown will not bother to warn any programs, it will just
shut everything down and reboot ....NOW!  Unfortunately you will probably
end up with lost clusters in your Windows directory which is not a good thing.

A shareware approach and a program  that I recommend is Shutdown Launcher
http://www.shensoft.com/shutlaunch.htm which will do what you want and a
whole lot more. I believe Shutdown Launcher has a one week trial after
which it is 20 dollars for a single user license.
