Go to: http://www.microsoft.com/ntworkstation/downloads/powertoys/networking/nttweakui.asp to download Tweakui 1.33 for Win 98 SE. After it's installed go to the repair tab (I think, but check all the tabs for a drop down box in which the first item shown is "rebuild icons". Click on it and that should fix the problem. Tweakui installation puts an icon on the control panel which you open by doubleclicking it.
