It's on the Win95 CD.  Go to Add/Remove Program (Start->Settings-> Control
Panel->Add/Remove Programs).  Choose the middle tab (Windows Setup).
Highlight Accessories and choose the button labeled Details.  Put a check
in the box next to Character Map.
