It is perfectly normal for IE to visit this, or some similar "runonce" URL
under two circumstances: immediately after installation of a version
upgrade, or when checking periodically to see if an upgrade is available.
Normally, however, two things happen which may not be happening on your
machine:
1. A registry key gets updated to record that IE has performed this check,
so that it does not happen on every launch.
2. Usually there turns out to be nothing to do, and IE promptly proceeds to
load the user's specified home page.
I suspect that the most common cause of failure to update the registry is
an overly aggressive anti-spyware utility. But I don't know what could
cause the second operation to not happen.
