Windows 3.1 and all previous versions are what as known as Operating
Environments. The real operating system in this case is DOS. Note that when
the system boots up it is always in the black screen and to go to windows,
you have to run the command WIN or c:\Windows\windows.exe.
WIN 95 and WIN 98 are more or less accepted as true Operating Systems -
although one suspects that since we can interrupt the full booting of WIN 9x
and operate in the DOS environment, that the "true" part may be a bit of a
stretch.
