Click "Tools", "Message Rules", "Mail".
Click the Blocked Senders Tab.

Either de-select individual listings you do not want to block,
OR Highlight them and hit the "Remove" button.

I do not have a clue what you are asking on the second question...
(It is better "sometimes" to ask one question per request for this
and other reasons.)
