I may be misunderstanding you, but if the settings dialog box is sitting too low for you to read the "OK", "Cancel", and "Apply" buttons, you can move it up by the following means.  Hit "Alt"+"Spacebar", then "m" (without the quotes), then use the cursor arrow keys to move the dialog box up to where you can see the three buttons you need.  Hit enter and the box will stay where you've put it.
