  First of all you should create install folder "D:\Install\Win98" on
  another disk (D:)!
  Then copy all *.cab & DOS files from any install CD to this
  directory. You should get install CD in any case (licenzed or not).
  If you are so peculiar you can find all *.cab files in your
  C:\windows directory, and copy them to install directory!?
  (I don't know how Win98 copies *.cab files in the root directory).
  But before installation you should to check the fullness of install
  files. Normal install package for Win98 is about 115 MB.
  Second you should copy all documents files to another disk.
  Third you should load PC from loading floppy (wich should be
  made beforehand).
  Fourth you should format the disk C:with "format /s" command.
  Fifth you can try to install Win98 using DOS command

  D:
  cd \Install\Win98
  setup
  }
  Good luck!

  PS: It seems to me that for novice (and in the Dell case) it is
  too elaborate.
