If I remember correctly, DIR gets its date/time format from the
settings set by COUNTRY.SYS driver, which is included by default with
Win9x installation. The extended help on COUNTRY.SYS is available in
MS-DOS help.

I don't have MS-DOS, but OPENDOS. With it, typing "help country.sys"
in Start/Run... [Win98] brings up a good deal of information. Try the
same with your OS.
