Our company sets similar restrictions using PolEdit and removes PolEdit.exe
from the machine. IT at least slows down the wanna-be hackers until they
figure out where to get and re-install PolEdit.exe.  (and we also have a
startup batch program run from the network to search for and delete
poledit.exe, slowing them down again until they figure out how to rename
the program...).
