Run the SYSEDIT program.
This will show you all of your config files.
Click on the window for SYSTEM.INI and go up to the top and click on
search. Put in the file or driver (in your case vcd) and find the line.
Now REM the line out. Try re-booting and it should work.
Reason this is probably happening is that an older device driver needed to
be loaded from system.ini and now Windows 98 detected it and is loading
it's own driver for the device.
Also remember that a device is not necessarily a physical device. A lot of
programs run as devices (HIMEM.SYS for example)
