How to put text along with picture in MS Word 8?

How to make more space between text and picture in
MS Word 6, 8, html? Difference?

Will it be difference if I make picture with text on html
(by hand) and WordHtml (Winword 8)?

Can you recommend me good html editor? Is MSOffice97
(include MSWord) a best choice?
