Siva, it has probably been removed from your "StartUp" directory.  Find
(using Windows Explorer say) the shortcut "C:\Program Files\Microsoft
Office\Microsoft Office Shortcut Bar" and double-click it - this will
restart the shortcut bar and *should* also make it start automatically on
re-boot.  If not, simply copy that shortcut to "C:\Windows\Start
Menu\StartUp\"
