The short answer is yes, Windows 3.xx is an operating system.

You will be presented with an excellent overview of what
an operating system is as well as several recommended
sites to visit to learn more.  After you have visited
some of these sites, and get a basic understand of what
an operating system is, then I think you will be able to
argue successfully that Windows 3.xx is an operating system.

Remember...no one said it had to be the BEST operating system...
just *an* operating system. :-)
