A telnet program lets your local machine look like a "terminal" to
applications running on some remote host. So, for instance, instead of
downloading my mail to my machine with a POP client program and reading it
locally, I could telnet to the mail server and run something like ELM or
PINE (running on the *server*) to read my mail.
