I'll add my two cents to the very long list of responders. I don't think this is an IE or OE problem. The message you are getting usually comes up when you aren't connected to the internet. Can you veryify that in fact her internet conection is working (you don't say how she is connected)?. You could try to boot in safe mode and see if you can get an internet connection. You could also then ensure that there are no firewall files left in the system. If you can connect with IE in the safe mode, then it's something that doesn't run in that mode (I've been hearing of problems with AVG - don't know Kerio at all but it obviously had a problem to start things).
