The easiest way to change the IE title bar is with X-Setup from Xteq.
Download it(it is a better tool for tinkerers than TweakUI). Then click on
X-setup button - launch X-setup default UI - Internet - Internet Explorer -
Appearance - Window Title. You can then change the Title bar to anything you
want.
