This is suppose to work...

Open control panel | Folder Options and click on the "view"
tab.  The scroll down to "Remember each folder's view settings"
and be sure this box is checked.   Then it should just be a matter
of opening Control Panel and setting it to Icon View and close
the window.   I have this setting engaged and can change back
and forth with WinXP remembering the view setting.
