Microsoft Fax comes with Windows 98, so all you need to do is install it
from your Windows 98 disk:

From the Control Panel:
Choose Add/Remove Programs.
Click the Windows Setup tab.
Under Components, select Microsoft Fax.
Click OK, insert your Win98 disk, etc., etc.,
