 First try to Chage the admin PASSWORD to be shure you have the admin
 priveleges.
 Second, I don't get what you are unable?
 Try to add new user in PC Management Console.
 Then try to add this new user to your shared folder.
 Note that in the shared windows you can't to add new users!
