This sounds like the chicken and the egg problem, Bill. The only thing that jumps into my mind is
TweakUI - if you have it, you may be able to re-create the recycle bin and its functions using the
utilities on the repair or desktop tabs. I don't think it will work, but it's worth a try. Short of
that, you don't mention your operating system, but if you are using Win 98, and you have a recent
backup up your registry, you can boot to DOS from your boot disk, run scanreg, and restore a good
backup. This should work, but you'll lose anything you've done since your last registry backup.
