Usually, the banners are simple images, so any bitmap-editing software
can be used to create them : Photoshop, Paint shop Pro, etc... An
animation program can be helpful, too - like the GIF Animation Tool or
Adobe ImageReady.

There are advanced banners that use HTML or Flash technology, but they
are less widely used.
