Someone already mentioned MS Word for this.  I also use Word97 SR-1
and it does an excellent job of creating business cards.  It takes a little
extra design work...  but it makes nice clean cards.  You can also use
MS Publisher, Print Shop Pro or Print Shop Publisher v5.   I have used
all of these and they are good products.

The most important thing you will need is the perforated card stock
designed for the cards.  I use Avery #5371.   The cards have a nice
clean edge when you tear them apart.
