Ctrl + Esc, P (or down arrow) will get you into the program menu.  Type the
first letter of the program you are trying to open.

Conversely, you can create a shortcut, then right-click on it and go to
Properties.  Under shortcut you can then create one that you would like.  I
had success doing this with Explorer but not another program.  Not sure why
it worked once but not the other time.
