If you cannot connect to the SETI web site to
even download the file, your system administrator
needs to check your Internet feed. The Seti site
is no different than any other web site, just another
web site to visit and download the file.

If you cannot get to SETI, I would suspect that your
system administrator has blocked the site for your
company. It has been known to happen. SETI does
have minor issues from time to time, but it is working
fine today.
The new version of SETI can connect out on any port
your administrator is using for HTTP connects... just
type in the port number in the properties area.
I wish I had a better answer for you, but this one seems
linked to your Intranets connection to the Internet.
