Short answer: Yes.
Slightly longer answer: When I put a new computer together with Win95B, the
only additional Microsoft files I load are RegClean 4.1a, W95gray.exe, and if
the computer has Microsoft Plus! installed on it, an updated themes.exe file.
I will put a copy of dx5eng.exe (Direct X v 5 drivers) in a folder, but not
install it. I decided it is up to the client as to whether they want Direct X
drivers installed or not. I consider these options as opposed to upgrades.
RegClean 4.1a seems to be a very stable registry cleaner; W95gray.exe gives
font smoothing capabilities and wallpaper stretching capabilities (originally
part of the Plus! pack, but made available on the Microsoft site), and
themes.exe is a replacement for the one that came in the original Plus!
package, and which does not work if a user loads Office 97 on their computer.
There are a few other updated files, such as MSDUN1.2 (Dialup Networking 1.2),
and some that I haven't looked into much, involving TCP/IP and some *very*
nitch problem solvers (like for communicating with IBM mainframes). I don't
usually install those. The hardware I use seems to be very happy with the
communications abilities built in to Win95B, so I use the adage, "if it ain't
broke, don't fix it" -- since I've heard some users have experienced problems
when upgrading to MSDUN1.2.
