  This tells me that the only possible source of the traffic Norton is
reporting is the router (or possibly "terminal server") at your ISP.

  The only legitimate purpose of such traffic that I can imagine would be if
they wanted to enable you to use the connection even if your machine was
accidentally configured with a static address.  Strange, but possible.

  So far, the only information we have about the traffic is its source
address.  It would be interesting to see the full text of Norton's
description of what it's blocking -- if you can't copy it from the dialog
box, maybe you can find details in the Norton "Log Viewer".

  But at this point, I'm thinking this traffic is "strange but harmless".
