This is a common feature of Antivirus software.
I assume you have some Antivirus software running on your machine.
McAfee and Symantec have monitors that run and check programs for viruses
as they execute. Part of their function allows the floppy drive to be check
for viruses on access and on shutdown/restart.
If this checking is causing you a problem, most of the virus monitor
configurations allow you to turn of the check floppy on shutdown/restart
feature. You should consult the help or documentation for your particular
software on how to do this.
