Since major corporations are developing in-house help systems that are based
on intranets and html documents, I would say that you are ahead of your
time.  Why take a step backwards?

However, there are software applications that can convert text/doc files
into *.HLP format.
I am not familiar with them, but I know they exist.  Someone else will have
to comment on the various applications available.
