Siva,

I have had the same problem and here is how I worked
around it in Outlook Express:

o Create the template that you want to send by
creating a new message in OE
o Then use the FILE / SAVE AS menu to save that piece
of mail as a document in any folder that you would
like. I would suggest that you put it on the desktop
o Press ESC to cancel the delivery of the mail

Now any time that you want to use your new "template"
double click on the file that you created on the
desktop.
