Bill, thanks for your response, but this is pretty much what I tried last time without success. And I've just done it again now, and it still didn't work.
Using Word, I opened a new doc and 'inserted' a small Publisher .wmf that I'd previously saved as a .jpg, and which I use on my normal document letterhead.
Then I added some text and saved the whole thing as an .htm file.
Went into Outlook Express, started a New Mail, then went Format\Apply Stationery\More Stationery and browsed to the .htm file. Clicked on it, which showed up in the Preview window, then went OK ........which caused it to vanish and my new email has no image or text in it.
Which is exactly what happened when I last tried it.
Tried again using a gif and a bmp but still no go. And the text doesn't show up either, so it must be something very basic that I'm doing wrong.
Any further suggestions will be appreciated.

dragged it in to the stationery folder, it seems to work alright.
