It is reserved by the people that write the Operating System.
It may very well be an old hold-over from DOS days that they
either keep around for compatibility reasons OR because
no one has taken the time to remove it from the old, oversized,
bloated code base.

A similar answer might be: "that is just the way it was always done"...

Sorry if that is not specific enough. It should be clear enough
to search for the history of this, with Google...
