This error usually means that the program needed to open the file is missing
or not found. (Something like Acrobat Reader or Power Point) What kind of
file are you trying to open? This MS KB article is about IE, but a similar
procedure applies to any missing program.

I have windows 98 SE. When I try to open a file in 'My Documents' and some
other files I get an Error Message that says "Program Not Found" and
"Windows cannot find PROGRAM.exe" and "this program is needed to open files
of this type" Any help on this problem would be much appreciated.
