You must set you computer boot from
CD in BIOS settings. How to get BIOS
settings look computer/motherboard
manual. Usually you need press some
key before computers starts to load
operating system - Del, F2, F12, F1
ore something else. Somewhere
in settings is boot order and CD must
be before hard disk(s).

If You do that then maybe You burn
image wrong way. File what you
downloaded is CD image and coping
it to CD don't work. To burn CD
image in Nero you must select
Files -> Burn image and find your
downloaded file. In other CD burning
programs it should be similar.
