Can't say I've heard anything like that.  However, to partly answer my own question, here's a link to a Symantec page with some of the kind of information I've been looking for - not the whole answer but on the right track.

And to those who've suggested editing the registry - done all that, it's always my first move - in fact I usually do it after all uninstalls as I've found that very few major programs ever completely uninstall themselves correctly.

There's definitely something screwy going on with Norton AV, whether 2000, 2001 or 2002. My recent searches on the net have brought up 100's of moans, groans and mutters about the software, so my experience isn't new.

But just today, I threw it onto another PC that's never had a whiff of Norton AV - absolutely no problems at all - 100% install and working like a charm. It's only when it's been there before that the troubles start.
