There are a number of registry cleaning tools. After being recommended
by Fred Langa, I use jv16 Power Tools. They have a free trial. I use the
registry cleaner on "aggressive" mode and have never had a problem with
it. If you try it, you might want to first try "normal" mode. At least
it will give a comparison to the program you are questioning of which I
am not familiar.

Here is a link to a Microsoft knowledge base article dealing with
unexpected changes to your home page. Check your Norton for an option to
block changing of the home page without your approval.
