 As I understood true you have two PC with different operating system.
 There are no problem when both PCs have WinXP. However when one of
 them has win98 and another- WinXP, then you can't access to another PC.
 It seems to me that "home network" service is different from the
 standard Microsoft Network service and it could work good with WinXP
 mashines only.
 Try the following:
 1. Install NIC on win98 PC and Microsoft Network service first.
 2. You should to use TCP/IP protocol with some fictive addresses.
 3. Install Microsoft Network service on WinXP  PC and use another IP
 address.
 Network validation can be made by "ping" command in the Command
 Prompt Console.
 If all is going well then you can try to install client part of "home
 network" service on PC with win98. Note that this client part should
 be for Win98 only.
